Pembroke Road Apartments in Concord nearly complete, over 400 new units online in recent months

The second phase of apartments on Pembroke Road is nearly ready for tenants. Sen. Maggie Hassan had the first look this week, touring the new apartments with walk-in closets.
The project, completed by developer Tamposi Brothers Holding LLC, brings 123 units to the Heights neighborhood in Concord near Sheep Davis Road.
The first phase of the project opened in November of 2024, with a 39-unit building. All units in the building were income restricted, with the majority reserved for people who make 60 percent of the area median income – $48,360 for a single person in Merrimack County – and four apartments reserved for people who have an annual salary of 50 percent, $40,300 for a single person.
The second phase includes 84 units – adding to Concord’s housing stock at a time of dire need statewide.
New Hampshire remains in a tight housing crunch with median sale prices surpassing $500,000 and slim rental options. At the state level, legislators have introduced programs like the Housing Champions designation and utilized federal funding from pandemic relief programs to encourage developers to build more.
The second phase of the Pembroke Road project received a $3 million state grant from the InvestNH program – a state program funded with money from the American Rescue Plan Act – as one key piece of financing.
The Low-Income Housing Tax Credit, a federal tool that helps reduce the tax liability of a project in return for funding, was also utilized to fund construction.
Recently, Hassan has called for an expansion to the tax credit program through the American Innovation Jobs Act, which she re-introduced with Sen. Todd Young, an Indiana Republican, in 2023.

Most recently, the Railyards on Langdon Avenue, the Isabella Apartments on South Main Street and Davis Ridge Apartments on Sheep Davis Road have also opened their doors, with apartments priced both affordably and at market rate rent, adding 308 new units in the city in addition to Pembroke Road.
