Update: At 4:45 p.m., Hank Ussery, 66, was arrested in connection with this incident, Concord Police announced Monday evening. He was charged with criminal threatening, criminal restraint, reckless conduct, and being a felon in possession of a dangerous weapon. Original story below:

Concord Police were stationed outside a Pleasant Street apartment home for most of Monday afternoon as authorities engaged with a man who had reportedly barricaded himself alone inside his residence.

Around 9 a.m., social workers who came to the residence at 120 Pleasant St. to check in on a client said that he had chased them out of the building, armed with a knife and making threats, according to Deputy Chief of Police John Thomas. Upon arrival, city police evacuated other residents from the building and closed a section of Pleasant Street near the state office complex.

Believing the man to be isolated and not carrying a firearm, police remained stationed at the entrance to the building with a protective shield and non-lethal weapons outside the open door. By early afternoon, additional officers and medical professionals entered the building and continued to engage with the man, who had been shouting through the window with authorities outside, Thomas said.

The situation posed no threat to the wider public, Thomas said, but the street remained closed into Monday evening. 

As of 5:15 p.m., the street had been reopened and much of the police presence had dispersed. 

The Concord Coalition to End Homelessness opened the eight one-bedroom units at 120 Pleasant St. in April. The coalition bought and renovated the building as housing for people in Concord experiencing homelessness and it provides residents with case management services. It has a staff of three housing support specialists, according to a spokesperson.
